01 / Document accessibility

A PDF shouldn't be a locked door.

Public agendas, forms, ordinances and reports should be readable, navigable and understandable by the people who need them. We work through the structure—not just the appearance.

What changes

Looking right is not the same as working right.

An ordinary PDF may look perfectly finished on a screen while hiding an unusable reading sequence, unlabeled form fields, or a missing document hierarchy. Remediation deals with those structural barriers.

Common barriersWhat we work toward
01

A wall of unstructured text

Assistive technology cannot reliably understand the document's headings or sections.

Meaningful heading structure

Organized sections with a reading order that can be followed and checked.

02

Tables and forms without context

Relationships, field purposes and instructions can be difficult to interpret.

Labels and relationships

Tables and form elements checked for appropriate structure and clarity.

03

Images without explanation

Information provided visually may not be available to everyone.

Purposeful alternatives

Appropriate alternative text, or decorative treatment when imagery is not informational.

Our method

Inspect. Repair. Verify. Record.

Tools help locate potential issues, but no single automated checker can determine whether a document is fully accessible to every reader.

01

Examine the source

Understand the document, its intended use and any existing accessibility barriers.

02

Remediate the file

Address structure, navigation, reading order, and relevant labels or descriptions.

03

Quality-check the result

Use automated validation where appropriate, paired with manual inspection and a written record of limitations.

What you receive

Finished work, with a record of what was checked.

A /

Remediated files

Accessible-oriented deliverables according to the agreed source materials, formats and scope.

B /

Review notes

A plain-language account of checks performed and issues addressed.

C /

Known limitations

Anything that could not be resolved is documented rather than quietly treated as a pass.

Before we begin

Good questions to ask.

Can we send a batch of old PDFs?

Yes, we can discuss a representative sample first and identify what should be prioritized. Some preexisting documents may fall under exceptions in the ADA Title II web rule; those exceptions depend on use and circumstances.

Do validation tools guarantee compliance?

No. Automated PDF tools can catch important problems, but manual inspection and context-specific judgment remain necessary. We describe the checks performed, not a blanket certification.

What should we send first?

Start with a publicly posted document URL, the file type and approximate size of your backlog. Don't email confidential or personal records before agreeing on a secure transfer method.

Start small, move carefully

Have a document in mind?

Share a public link and a brief description. We'll discuss the scope before any work begins.
